The Hertfordshire Safeguarding Children Board (HSCB) agrees how local services and professionals should work together to safeguard and promote the welfare of children.

The Board co-ordinates the work of local agencies and ensures that it is carried out in an effective way.

Role and structure of the Safeguarding Board

The Board has an independent role to challenge partner organisations. It is made up of senior managers from partner organisations and has an independent chair.

In addition to its statutory roles, the Board also provides safeguarding training on issues which require agencies to work together.

The Board does not deliver services directly to children, young people or their families.



The Board is a statutory partnership board, which has been set up in accordance with the Children Act 2004 and Working Together to Safeguard Children 2015.

Hertfordshire Safeguarding Children’s Board (the Data Controller) process personal data in order to comply with our statutory duties as identified in the Children Act 2004, and the Local Safeguarding Children Boards Regulations 2006, 2010 and 2013 including carrying out Serious Case Reviews (SCR) when a child is seriously harmed or killed.

This may include contact details, medical information; education history and progress; ethnicity social care history; sexual life or orientation, religious or other beliefs and criminal convictions as necessary for children or adults in connection with SCRs.

The Board will share data with Hertfordshire County Council and other safeguarding partners, including the police and local health services and schools as necessary.  

This data is also obtained from the safeguarding partners as appropriate.

We retain in data for 35 years.  We will retain data while a Serious Case Review is underway and for 35 years after.
