The Waste Local Plan for Hertfordshire is comprised of the following 2 documents which should be read together:

  • Waste Core Strategy and Development Management Policies Document
  • Waste Site Allocations Document.

In addition, the Employment Land Areas of Search, Supplementary Planning Document should be read alongside the Waste Site Allocations Document.

Waste Core Strategy and Development Management Policies document

The Waste Core Strategy and Development Waste Core Strategy and Development Management Policies documentManagement Policies document  (Core Strategy) was adopted on 5 November 2012.

This document which covers the period 2011-2026 sets out the county council's strategic vision, overall spatial strategy and development management policies for waste planning in Hertfordshire.

In addition it contains the policies needed to implement these objectives and detailed development management policies that will be used to make decisions on waste planning applications and used in the determination of applications for other local developments that could have waste implications.  These policies now form part of the Development Plan.

The council revised the monitoring of the Waste Core Strategy on 10 July, 2015.  The revised targets and indicators table replaces table 12 of the Waste Core Strategy.  These will now be reported on in the annual Authority's Monitoring Report.

The Waste Core Strategy and Development Management Policies document went through four formal stages of public consultation in 2004, 2007, 2009 & 2010. If you would like to view responses to the consultations after 2008, you can access the County Council's Objective consultation portal.

Waste Site Allocations Document

The Waste Site Allocations document was adopted as council policy on 15th July, 2014.

The Waste Site Allocations document went through four formal stages of public consultation in 2008, 2009 and 2012, and a non-statutory omission sites consultation in 2010.  If you would like to view responses to the consultations you can access the County Council's Objective consultation portal.

The Waste Site Allocations document

On 15 July 2014 the county council adopted the Waste Site Allocations Document.  This document identifies sites for waste management facilities. It includes maps and waste planning briefs for sites identified as Allocated Sites or Employment Land Areas of Search.  It contains two policies which now form part of the Development Plan.

Employment Land Areas of Search Supplementary Planning Document

Hertfordshire County Council has produced an Employment Land Areas of Search Supplementary Planning Document to accompany the adopted Waste Local Plan.

The Supplementary Planning Document was adopted on 10 November 2015.

Purpose of Supplementary Planning Document

The draft Supplementary Planning Document provides further planning guidance into the suitability of waste related development on the Employment Land Areas of Search in Hertfordshire that are identified in the adopted Waste Local Plan. Employment land is designated by local planning authorities as being suitable for employment uses such as general industry, including waste management.

It is important to note that this document does not introduce any new policies to Hertfordshire County Council’s Waste Local Plan, nor does it propose any new waste sites. Its purpose is to assist applicants who wish to develop waste management facilities on any of Hertfordshire’s Employment Land Areas of Search.
