Our service is for children aged 0-5 who have special educational needs and disabilities (SEND).  We support these children and families by providing specialist advice and guidance to childcare providers and early years settings. We work closely with settings to support children through key transitions and for some children with very complex needs, we will offer ongoing support, up to the age of 7.

Who do we support?

We give advice and guidance to Early Years practitioners in private, voluntary and independent (PVI) settings, childminders, maintained nurseries and schools.  We help by developing their skills and confidence to deliver interventions for children aged 0 - 5 who are not making the educational or developmental progress that's expected, or who may need specific, specialised support for their social and emotional needs. 

In some cases, we will work with families in the home to enable children to access a setting, and/or to understand their needs in order to better support them in the setting.

For children known to our team, who could benefit from longer term support and require a specialist level of intervention, we will offer support up to the age of 7.

What can you expect from the service?

Advice for settings on inclusive teaching

Our main purpose is to guide, train, advise, support and empower Early Years practitioners so that all children have access to fully inclusive learning environments.

Support for individual children

For some children, additional support will be necessary. The staff in our team have specialist SEND knowledge and experience. They work with individual children and their families and/or settings, assessing their needs, giving practical advice and guidance and offering training. They suggest and model strategies to help support your child, and may also identify training opportunities for the staff working with your child.

Support for emotional wellbeing and behaviour

Support may be provided by an Early Years Emotional Wellbeing and Behaviour Specialist.  They have specialised knowledge, skills and experience supporting children with social, emotional and behavioural needs. They work with Early Years providers to develop therapeutic behaviour support in their settings. They work with a small number of individual children who may benefit from more individualised support due to their emotional and behavioural needs.

Support for social communication and autism

All Early Years settings have access to the Hertfordshire Autism Training, and will be offered bespoke training or support through the Early Years SEND team. 

Our Early Years SEND Team practitioners are all experienced in supporting early years children with social communication needs.  In some cases, where your child’s strengths and needs assessment indicates that their main area of need is Speech, Language, Communication and Autism (SLCA), a member of the team with specialist knowledge in this area will be allocated.

Depending on your child's level of needs, they may be offered additional support.  This could include you attending a group to meet other families and access additional support for your child.  In some cases, it may mean that adults working with your child will be offered training from an Early Years Inclusion Specialist (EYIS) to advance their knowledge and skills in specific interventions and SEND strategies.

Support for transition

During key periods of transition (for example, when your child starts Nursery or Reception, or moves from Reception to Year 1) we will support the staff at your child's setting to ensure the most appropriate provision and adjustments are in place to meet their needs.  

Specialist Development Centres  

Some young children requiring specialist support may be offered a block of sessions at an Early Years Specialist Development Centre (EYSDC). The EYSDC is a specialist group which offers therapeutic, play-based parent and child sessions. 

There are 5 Specialist Development Centres across the county which support children from birth to approximately 3 years of age who have complex SEND.  

Education Health and Care Plans

We support settings and schools to provide high quality SEN support; to meet the learning needs of the majority of children without the need for an Education Health and Care Plan (EHCP).

If your child has an EHCP, we can support your child's setting to ensure they are able to confidently put the suggested provision in place. Children (up until the end of Reception year) with an EHCP will be allocated to an Early Years Education, Health and Care Plan Coordinator (EHCCo). The EHCCos will support families and settings to regularly review the EHCP and plan for next steps. How to refer

We accept referrals from parents, health professionals and education professionals for children aged 0-5 (or up until the summer half term at the end of their Reception year). 

For advice and guidance for individual children who are new to a setting and/or have emerging needs we recommend an initial telephone consultation.

To request a more targeted level of support, we ask nurseries or preschools and health professionals for more information so that we can decide what level and type of support that we can offer.

Your child does not need a medical diagnosis or an EHCP to be referred to the team - we will provide support based on your child’s level of need.

What needs to be included in the referral?

For children attending a pre-school educational setting, we would normally expect to see evidence that adjustments have been made for the child by staff, implementing the SEND Code of Practice requirements of assess, plan, do and review.  If these adjustments have not had a positive impact on a child’s development, a service request may be considered. 

For children requiring support from the Early Years Emotional Wellbeing and Behaviour Specialists,  please state this as the reason for the referral.

We sometimes ask for copies of relevant medical reports (speech and language therapy, paediatrician, physiotherapy, occupational therapy etc.)  Parents need to give their consent to the referral in order for the team to be involved.

What happens after the referral?

Our Early Years SEND Team Leads will review the referrals. In some instances, additional information may be requested to ensure your child receives the appropriate level of support. 

If the referral is accepted, you will be allocated a member of the Early Years SEND team to support you and your child. The team member will make contact with you or your child's early years setting and arrange a visit.

Delivering Special Provision Locally (DSPL)

DSPLs are teams across Hertfordshire that organise support in their specific local areas. Your local DSPL may run events or have guidance to support you.

Support groups and networks

Many parents find it beneficial to meet and talk to other parents who have children with additional needs. Here you can find information about some of those in Hertfordshire.

The Family Support SEND Champions 

SEND Champions work at the Family Centre Service and support families who have children with SEND by providing information, advice, guidance and a listening ear. They link in with specialist services and partners to signpost families to the right support. There are also groups you can attend to meet other families and receive tailored support for you and your child. 

Health visitors in Hertfordshire.

Health Visitors support you during and after pregnancy, until your child is 5 years old. They provide information and advice, as well as acting as your advocate.  This can include supporting you through the process of diagnosis, discussing developmental concerns, sleep, diet and toilet training. They can also help you get support from other services and organisations you might need.
