Welcome to the consultation on our draft Hertfordshire Place & Movement Planning and Design Guidance (P&MPDG), a supporting strategy document to our Local Transport Plan (LTP4) intended to enable scheme promoters to work to the guide at the critical planning stages and ensure a compliant scheme both in terms of sustainable design as well as complying with our highway specifications.

We have prepared the P&MPDG to support economic growth and enable vibrant communities across Hertfordshire, whilst protecting the environment and addressing climate change. It is essential that the built environment is safe, complementary to its surroundings, sustainable in its use of natural resources and supportive of active and healthy citizens. We have captured this overall approach that matches appropriate land use with appropriate transport provision as ‘Place & Movement'.

We are committed to the policies and principles within the P&MPDG but were keen to receive feedback on our detailed application together with the usefulness of the documentation itself.

The guidance promotes an integrated approach to the planning, design and implementation for Place and Movement, accessibility, safety, health, security, local character, speed management, routes to school, parking, soft a hard landscaping with the aim of avoiding conflicting advice for potentially competing needs, whilst reinforcing the priorities for sustainable travel above other modes and promoting good asset management.

The P&MPDG has been structured to enable the right people to get the right messages and understand our needs at the right time and stage within the preparation of developments and highway projects:

Part 1: Setting the Scene and the Development Management Process in Hertfordshire - The processes a scheme promoter needs to follow from ‘cradle to grave’ including technical assessments, approvals, document submission and adoption considerations.

Part 2: What Sustainable and Responsible Development looks like – The Hertfordshire Vision - The collation of Hertfordshire’s vision and key policy statements to inform and influence master planners prior to entering pre-application discussion.

Part 3: Pre-Planning Design Requirements - What the general designer needs to consider when preparing a planning application.

Part 4:  Detailed Design and Specification - What the technical specialist needs to know when preparing final design and contract documents and undertaking construction.

We have also introduced a scheme of Local Transport Plan (LTP4) Compliance Testing to be undertaken throughout a scheme’s lifecycle to help get things right, first time. It should be noted that we will not adopt highways that are non-LTP4 compliant.
