Local Transport Plan 

Our Local Transport Plan 2018 -2031 sets out how transport can help deliver a positive future vision for Hertfordshire by having a major input into wider policies such as economic growth, meeting housing needs, improving public health and reducing environmental damage whilst also providing for safe and efficient travel.

The plan also considers how future planning decisions and emerging technology might affect the way that transport needs to be provided in the longer term.

Our next Local Transport Plan

We are beginning work on a new Local Transport Plan for Hertfordshire. In late 2025, we carried out early engagement on a proposed vision, key themes, and objectives.

The engagement report (PDF 654KB) summarises the feedback we received and outlines the recommended changes to the vision, key themes and objectives for our new plan. These recommendations were approved by the Environment, Transport and Growth Cabinet Panel on 26 January 2026.

The next stage is to develop a full draft of the new Local Transport Plan, with a public consultation planned for late 2026.

Development of LTP4

Hertfordshire's Local Transport plan (LTP4) was adopted in 2018, and provides a framework to guide all our future transport planning and investment.

A number of reports and technical evidence was produced as part of the initial Transport Vision project and the development of the Local Transport Plan. Both these and copies of consultation reports are available below.
