We're supporting the evolution of high streets as thriving places to work, visit and live, breathing new life into our town centres.

Our trial projects aim to create places that are welcoming to all, where people feel safe, relaxed and can breathe clean air.

We're monitoring the trial areas and discovering more people are spending more time in these town centres.

We're asking what you like and what could be done better so that we can reshape these trials into permanent schemes that really work for the community.

 

High street changes

Hertford

The consultation on Fore Street and Parliament Square is now closed.

The Project Board will be shortly making decisions on the future of the trials based on consultation feedback.

Hitchin


The consultation on Hitchin High Street and Market Place is now closed.

In association with North Herts Council, we are investigating design options for a permanent scheme based on consultation feedback. New traffic orders will be introduced.

High Street remains closed by a locked gate at the Brand Street junction from 10am to 4pm, Monday to Saturday.

Hitchin Business Improvement District (BID) can issue entry and parking permits to allow access to the High Street for exceptional circumstances (e.g. wedding access to St Mary’s Church, shop fitting and exceptional loads). Sufficient notice must be given to the BID to allow for arrangements to be made. Please phone 01462 453335 or contact online Hitchin BID.

All deliveries should be made either side of the road closure times or directed to the designated loading bays on the opposite side of Market Place (accessed via Bucklersbury).

Rickmansworth

Trial details

No motor vehicles can enter the Rickmansworth High Street:

  • between 10am to 6pm on weekdays
  • from 10am on Saturdays until 6am on Mondays.

When the roads are closed, access will be maintained for emergency services and permitted vehicles (by arrangement with Three Rivers District Council).

In 2024, Rickmansworth High Street will be operating a hybrid arrangement where traffic will be able to use the High Street during the week, but the road will be closed to motor vehicles from 10am on Saturdays to 6am on Mondays.

Royston


The consultation on Royston High Street is now closed.

St Albans

George Street is one way from Verulam Road to Romeland Hill. It is closed to traffic from 11am Saturday through to 7am Monday. We are progressing with a draft Permanent Traffic Regulation Order based on this arrangement. Details are available on our Traffic Regulation Order webpage.

We still plan to consult with the local community at the end of Phase 3 to help decide how to organise the road space in George Street to benefit people. Opinions are mixed, so we want to make sure everyone has a say. The temporary traffic rules will end soon, and we're working on a new permanent traffic regulation order (PTRO) to combine all the changes and make sure they can be enforced.

We'll continue to check in to see how the street is working for everyone. If people think changes are needed, we'll consider making adjustments. We're keeping the county councillor informed about this. The decisions we make about the projects in the city centre are shared with the project board (which includes district and county councillors), and we're still keeping an eye on how things are going.

Market Place is now permanently closed to traffic seven days a week, excepting 7am to 11am for deliveries and market arrangements on Wednesday and Saturday. We are exploring ideas to improve the environment here, making it more accessible and welcoming to all.

For each location, a project board has been set up which includes councillors from both the county council and relevant District or Borough Council. The board's role is to review the results of the surveys and hear from other key stakeholders before taking joint decisions on the future of each project.
