Title: Slow down the traffic in Bullhead Road
Petition Overview: The speed and volume of traffic in Borehamwood has been of concern for many years. If action is not taken to reduce the volume and speed of traffic, there will be more accidents resulting in death for both drivers and pedestrians. The problem is exasperated by the steep incline in the middle of Bullhead Road where drivers are frequently hitting excess speeds. Many other roads have traffic calming restrictions so Bullhead Road is used as an easy run for lorries and commercial vehicles. This contributes to the danger and increases noise at all hours. It is not just the residents who are suffering: Bullhead Road is an access route to locals schools particularly Monksmead, Kenilworth, Yavneh College and Hertswoord. As a result many children and parents use this road so the risks of accidents is higher.

In relation to the traffic speed and volume concerns on Bullhead Road in Borehamwood, the County Council currently has no plans to install traffic calming measures. The petition itself calls for urgent action without being too specific about the traffic calming measures being requested. This same petition was also presented to the Hertsmere Highways Joint Member Panel meeting on 31st January 2012. Officers are in the process of investigating all the issues raised by this petition and they will report back to a future meeting of the Panel. With this in mind, traffic speed and volume measuring devices have recently been placed in this road and the results, when obtained, will be discussed with the lead petitioner and included within the report to the Panel. At the meeting on 31st January a member suggested that one form of traffic calming measure often considered is Vehicle Actuated (VA) flashing LED signs. However, funding would need to be identified to carry out an investigation and determine whether the criteria for installation of a VA sign are met. For information, these signs are generally considered as part of a package of measures only after the existing signing and lining has been reviewed and it's clear that amendments cannot fix the problem. Bullhead Road has not been highlighted by the Hazardous Sites list, which is an annually produced report identifying a location or routes where there have been clusters of personal injury accidents. The ongoing recording of all injury accidents in Hertfordshire will, however, identify any deterioration in the accident situation should that occur. Highways and Transport related schemes and initiatives carried out by the County Council are identified through a number of Local Transport Plans developed with consideration to Hertfordshire County Councils’ Corporate Plan. In summary, all schemes delivered through the Council's core funded programmes are prioritised on the basis of how they meet and contribute to the County Council's priorities as stated in its Corporate Plan and Local Transport Plan.
