Title: Rescind Land Acquisition in Harpenden
Petition Overview: In the Enterprise, Education and Skills Cabinet Panel meeting of the 13th February 2015, Hertfordshire County Council’s report titled “Identification of a Potential Secondary School Site in Harpenden Planning Area” highlighted that a successful free school bid by the Harpenden Secondary Free School Trust (HSFST) to Department for Education (DfE) would mark the point at which the Education Funding Agency (EFA) would commence work in acquiring a site and building a school (Section 3.5 - http://www.hertsdirect.org/docs/pdf/e/18677008). In section 3.2 of this report, the Council’s consultant recommends the previously identified Site F as its preferred site for Secondary School in the Harpenden Secondary Planning Area. Given the Site F recommendation to the DfE, and the report’s acknowledgement of the EFA as the potential acquirer of the land for a new Secondary school rather than Hertfordshire County Council, this petition proposes that the Council rescind the authority it granted itself in the Cabinet meeting on the 23rd September 2013 to acquire the land known as Site F (Section 9 (i) of the meeting minutes - www.hertsdirect.org/mm/15520666/15744560/cabinetminutes20130923.doc)

The DfE has confirmed to the Harpenden Secondary School Trust that their proposal for a 6 f.e. Free School can progress to the pre-opening phase. The DfE has made the approval conditional on the County Council agreeing to fund the necessary site acquisition in its entirety as well as leading on the acquisition negotiations. The County Council is now working with the EFA and the Trust to prepare the next steps. At this stage in the process it is not necessary and it is not intended to submit a recommendation to members to rescind the decision made on the 23 September 2013 to acquire the land known as Site F. Should the EFA acquire the site, the decision may not be needed and not used, but should remain to be available if the County Council were to acquire the site. One of the key requirements for the next stages of work is to agree the processes for engagement with local stakeholders, including the RSRP group.
