Hertstogether – Bringing Hertfordshire Communities Together

Civil Society Covenant

The Civil Society Covenant is a new government plan launched in July 2025 after speaking with charities, voluntary groups, community organisations and social enterprises across the country. It sets out simple principles to improve how the government and these organisations work together.

These groups (known as the VCFSE sector) are a big and important part of community life in Hertfordshire. We already have a good working relationship between these organisations and public services in Hertfordshire, but we want to make it even better. We plan to do this by working together to create a local version of the Civil Society Covenant.

This will help us:

  • Build on what already works well
  • Bring in new partners
  • Build more trustBetter understand each other’s strengths and challenges
  • Spot gaps and opportunities to improve

The new Hertfordshire Civil Society Covenant will replace the current agreement (the Hertfordshire Compact), which has been in place since 2016.Alongside the written agreement, we also plan to run some pilot projects to show how the new approach can make a real difference.

If you’d like updates as the Covenant develops in Hertfordshire, you can sign up to our newsletter.
