The Civil Society Covenant is a government initiative launched in July 2025 after extensive engagement with the VCFSE nationally. Civil Society Covenant: programme - GOV.UK

It aims to strengthen and improve how government (at all levels) and Civil Society work together. The VCFSE is a significant and important part of Civil Society.

In Hertfordshire there is already a good working relationship between Civil Society and the statutory sector as demonstrated by the Hertfordshire Compact developed over a decade ago. A new Civil Society Covenant for Hertfordshire called Working Together for Communities will replace the Compact whilst building on what already works well.

Working Together for Communities is our new shared commitment to protect what works well, strengthen how we work together and build even better partnerships for the future. When the knowledge, resources and reach of public services is combined with the expertise, relationships, community insight and lived experience of civil society, we achieve more.
