Request for transport pre-application advice (chargeable) – Extended pre-application service

  • This form should be only be used to request extended pre-application advice from HCC, as detailed in the Protocol for charging for pre-application advice document. This includes requests for additional meetings or an additional period of engagement with us.

    Please complete the standard application form for all other pre-application advice requests (detailed below), including standard services for strategic development.​

  • To process your application, an administration fee of £108.00 (inc VAT) is required. This fee covers the cost of reviewing and handling your application and will be included in your quote. Please note that payment of the total fee is necessary before we can proceed with the extended pre-application process. We will provide confirmation within 5 to 10 working days of receiving your request and advise whether the services you have selected are appropriate, confirming the charges appropriate to your application in line with your request.
  • Primary activities required (chargeable)
  • Extended pre-application service (3 months)

    Scope:

    • Site Validation – Initial review of site proposals by Hertfordshire County Council
    • Introductory Meeting – Based on a meeting of up to 2 hours duration at Hertfordshire County Council, other agreed location or online, to discuss site and initial programme. Includes meeting preparation and review of subsequent meeting notes prepared by the developer or their consultants.
    • Technical Meetings - Based on 3 x meetings of up to 2 hours duration at Hertfordshire County Council, other agreed location or online, to discuss technical matters agreed with the developer or their consultants, such as principle junctions, sustainable travel proposals and review of site cumulative impact. Includes meeting preparation and review of subsequent meeting notes or technical materials (such as drawings and design work but not modelling materials for which a technical review will be charged separately) prepared by the developer or their consultants.
    • Other Matters Meeting - Based on a meeting of up to 2 hours duration at Hertfordshire County Council, other agreed location or online, to discuss any other matters. Includes meeting preparation and review of subsequent meeting notes prepared by the developer or their consultants.
    • Summary Meeting - Based on a meeting of up to 2 hours duration at Hertfordshire County Council, other agreed location or online, to discuss summary of work completed to date and agree next steps. Includes meeting preparation and review of summary note of work undertaken prepared by the developer or their consultants.
    • Hertfordshire County Council may, at its own discretion, agree alternate periods of engagement with developers and their consultants on a case-by-case basis. If you would like to discuss your requirements, please email HighwaysPlanning@hertfordshire.gov.uk.


    The cost for this service is £20,688 (including VAT and admin fee)

  • Extended pre-application service (3 months) required
  • Additional meetings (within initial 3-month period)

    Scope:

    • Based on a meeting of up to 2 hours duration at County Hall, Hertfordshire County Council offices, other agreed location or online, including meeting preparation and review of subsequent meeting notes prepared by the developer or their consultants.
    • Additional meetings are charged at £2,654.40 (inc VAT) per meeting.

    Scope:

    • Additional period of engagement with Hertfordshire County Council where extended pre-application advice (3 months) has previously been requested. If selecting this option, please include a proposed programme of meetings with your application.
    • The cost for additional engagement will be determined on a bespoke basis upon receipt of a proposed programme, which can be uploaded as part of this request form or can be sent via email to HighwaysPlanning@hertfordshire.gov.uk.

  • To enable us to provide effective advice, please provide as many of the following items as possible:
    • Site location plan with boundary shown
    • Confirmation of the function and scale of development
    • Completed LTP Compliance Test (Test 1: Validation Gateway)* 
    • Details of site access/highway (including passenger transport and active travel) works proposals
    • Transport scoping note
    • Details of known LTP compliant highway mitigation proposals and delivery mechanisms
    • Suggested programme of meetings (if known)
    • Any other relevant information
  • *Hertfordshire County Council can provide LTP Compliance Testing to developers and their consultants for a fee. Please email HighwaysPlanning@hertfordshire.gov.uk for more information.

  • Declaration
    I (the undersigned) hereby request the views of Hertfordshire County Council on the pre-application proposal and agree to pay the appropriate fees towards the cost of processing the chargeable service application, I confirm that I will pay by online transfer. I also agree to pay any additional sums arising from the service as detailed in the Protocol for Charging for Pre-Application Advice. I understand that the advice provided by Hertfordshire County Council planning department is provided in good faith and on a without prejudice basis. For further advice requested within 3 months of the admin fee being paid, then no additional admin fee will be due. For further advice requested beyond 3 months of the original admin fee being paid, then another admin fee will be charged.
