Local Transport Plan 

Our Local Transport Plan 2018 -2031 sets out how transport can help deliver a positive future vision for Hertfordshire by having a major input into wider policies such as economic growth, meeting housing needs, improving public health and reducing environmental damage whilst also providing for safe and efficient travel.

The plan also considers how future planning decisions and emerging technology might affect the way that transport needs to be provided in the longer term.

We are now in the early stages of developing a new Local Transport Plan for Hertfordshire, and are asking for views on a new vision, some key themes, and a set of objectives.

A public survey is available as part of this early engagement, with a closing date of Friday 19 December 2025.

Following this engagement, a new Local Transport Plan will be developed in 2026, with full public consultation expected in late 2026

Including growth and transport plans (formerly urban transport plans).

Including the strategic environmental assessment, habitats regulations assessment (HRA), traffic and transport data reports and the air quality protocol.

 

Development of LTP4

Hertfordshire's Local Transport plan (LTP4) was adopted in 2018, and provides a framework to guide all our future transport planning and investment.

A number of reports and technical evidence was produced as part of the initial Transport Vision project and the development of the Local Transport Plan. Both these and copies of consultation reports are available below.
